Eighteen months after the U. Supreme Court legalized same-sex marriage , Texas Republicans are still trying to chip away at the landmark decision. And on Friday, in response to pressure from GOP state leaders, the all-Republican Texas Supreme Court agreed to take up a lawsuit challenging same-sex benefits for Houston city workers. Under SB , clerks could instead delegate the duty of issuing marriage licenses to same-sex couples to deputy clerks, judges or magistrates. Neither Birdwell nor Perry could immediately be reached for comment. Prior to Obergefell , Perry authored a bill intended to undermine the impending ruling by punishing clerks for issuing marriage licenses to same-sex couples.

Virginia moved a step closer to amending its year-old Bill of Rights to ban same-sex marriage on Wednesday when the state Senate voted 28 to 11 to follow the House of Delegates in approving the measure. Although gay couples would still not be able to legally marry in a church, the proposed change would officially sanction clergy to let gay and lesbian couples mark and celebrate same-sex marriages and civil partnerships in a church service. Critics swiftly condemned the "blessing" proposal as contrary to the church's teaching on sexual conduct. The proposal was among 18 recommendations put forward by a working group set up two years ago amid growing tension over the church's approach to gay worshippers and clergy but could take up to two years of discussions before becoming policy. Acknowledging the issue was divisive, group chairman Joseph Pilling said the church needed to reflect rapid changes in society as senior clergy express fears of a looming crisis, with falling attendance rates and failure to attract young people.
